The mode of implementation of SC & ST Reservation in 50% All India Quota PG Seats - 2007.

Medical Education Division of the Ministry of Health and Family Welfare has requested to formulate a Scheme for providing 15% reservation for SC candidates and 7.5% reservation for ST candidates in 50% All India Quota PG seats on the lines of reservation being implemented by Delhi University for SC/ST candidates.

It is understood that in Delhi University, JIPMER, Pondicherry and in some other institutions the SC/ST reservation is done by reserving the seat in different disciplines as per reservation roster on rotation basis every year. However, this method may not be feasible to do the reservation (Subject wise and College wise) for All India Quota PG Seats because of following reasons:-

1. There are about 70 subjects (PG & Diploma) with different number of seats in about 125 Medical and Dental colleges all over the country. Every year there are changes in number of seats in these colleges.
2. Even in the same subject the number of seats available often get changed every year in the same Medical College.
3. Depending up on the recognition and de-recognition of seats by MCI/DCI, addition and deletion of seats take place in different disciplines in different Medical/Dental Colleges.
4. As per MCI and Government of India, all the seats in different disciplines/subjects/specialities in the different Medical Colleges are of equal weightage.
5. 3085 PG seats (Including Degree and Diploma seats) are available in the All India Quota in various disciplines contributed by around 125 Medical & Dental Colleges spread all over the country, as compared to a single Medical College/ a few medical colleges under one University, where it is possible to reserve the seat subject wise within the Medical college or the University.
6. Seats which are available in the All India Quota are selected by eligible candidates, in a uniform way of all the disciplines, so that the seats of all the subjects are available to all the candidates as per their merit.
7. Number of seats in almost all the subjects are more than 15 and this is the minimum number which is required to complete one cycle of allotment of seats to all the categories. If the number of seats are less then this, then ST candidate can raise an objection that he could not get the seat of the particular subject.

This is why there is no need to reserve the seat subject wise and college wise.

The purpose is to ensure that 15% SC candidates and 7.5% ST candidates get PG seats from All India Quota as per their All India merit determined through All India P.G. Entrance Examination conducted by AIIMS, New Delhi.

The only way out to implement the reservation is to call the candidates for Counseling/Allotment of different categories including unreserved and others as per the reservation roster. Whatever the seats in whichever medical college are available at their rank at that time will be allotted to the candidate of any category as per reservation roster. The same pattern has been followed for the allotment of the seats in the all India PG Quota during preceding years. So the same method for allotment of seats to the reserved as well as unreserved candidates will be followed. The candidates will be called for allotment of the seats as per their merit in their respective category by the Reservation Roster and will be free to choose any college / course available at his / her rank.

The roster which will be used has been prepared keeping the principle of 200 Point Roster in mind which is applicable in Government services (Copy enclosed). Whatever share is due for each category to become a round number that seat has been fixed for that category. To avoid any confusion during Counseling/Allotment of seats, “3200 Point Reservation Roster” has been prepared keeping the fact in mind the maximum number seats available in the 50% All India Quota during last counseling was 3085 (Copy of 3200 Point Reservation Roster is enclosed). This roster point number can be increased as per availability of seats in the All India Quota. This roster will be used for allotting the seats to different categories. Simple 200 Point Roster cannot be repeatedly used to avoid confusion during allotment. Hence a comprehensive roster point has been prepared keeping the availability of PG seats in All India Quota in view.

Procedure:

For implementing the reservation the candidates of different categories will be called for the counseling each day. For this we will require merit list of each category separately from the AIIMS.

The allotment will be done as per 3200 point reservation roaster. Total 200 candidates of all the categories will be called for counseling including, 155 of Unreserved, 30 of SC and 15 of ST. Total 100 candidates will be called for the morning session 78 from UR, 15 from Scheduled Caste and 7 from Scheduled Tribes. In case more candidates remain absent from the reserve category 6 extra candidates from the SC category and 3 candidates from the ST category will be called from their merit to fill the roster for morning session. These extra candidates of SC/ST are kept as additional candidates, they may or may not get the seat allotted on the same day, if they are not considered for counseling, they will be called in the evening session or on the next day for the counseling.

In the afternoon session 100 candidates will be called 78 from UR, 15 from SC and 7 from ST to allot the seat and again 6 extra SC candidates and 3 extra candidates of ST category will be called to allot the PG seats.

Similarly this process will be repeated for next 200 candidates including the candidates of SC and ST candidates as per roster on the second day of counseling and so on for the rest of the days of the counseling.

If ST merit list get exhausted then the candidate from SC candidate will be allotted the seat at the place of ST candidate or vice versa.

If both the SC & ST merit lists get exhausted then the seats will be allotted to the candidates of unreserved category.

Late allotment:

If the SC or ST candidates come late for the counseling he will be allotted the seat after allotment of seats to the 10 candidates but to the nearest next SC / ST seat available as per roster. If next SC/ST seat is available at 11th candidate it will be allotted to the SC/ST category candidate, this seat may be available after 11th or 12th or 13th or more number of candidate but next nearest reservation point.

SC & ST candidates will be requested to be present for the counseling in addition to their rank mentioned in the counseling schedule. This will be done to avoid non-availability of the reserved category candidate for the counseling in spite of candidates present in their merit list. During the counseling the target will be of the filling the seats as per 3200 Point Reservation Roaster. If the reserved candidate is not available it will not be possible to allot the seat to the unreserved category candidate until and unless the reserved category merit list get exhausted. The SC/ST candidates will be further advised to remain in contact with the counseling centre through internet so that they can reach the site of counseling whenever required, at the earliest.

In the allotment letter in addition to the rank number of the category the point of reservation roster for allotment of the seat will also be mentioned, eg. UR-30, SC-5 and ST-3.

In the second counseling same procedure will be repeated.

This proposal will be tried this year during the Counseling. Problems and difficulties that may arise during implementation of this Scheme can be studied & evaluated over a period of 2-3 years so that improvements of the scheme can be made.
