DASE Seminar opposes the elimination of Doctors new job opportunities in the name of compulsory rural service



Regarding this DASE General Secretary Dr.G.R.Ravindranath has issued the following statement.


Urging to avoid placing a bill in the Parliament to introduce compulsory rural service for Doctors and to ban corporates starting small clinics and Medical Institutes. DASE organized a seminar at Tirunelveli on 26-8-2007 morning.


Dr.P.Dorai presided over the seminar in the presence of Dr.R.Sunder,Dr.Rajesh and Dr.Jawahar.Dr.Basupathy welcomed the gathering.



Dr.Arun Mithra,General Secrertary of Indian Doctors for Peace and Development, inaugurated the seminar.



Dr.V.Jeevanandham, Dr.T.Mohan, Dr.D.Aram, Dr.U.P.Srinivas, Medical student Rangasamy, House Surgeons Association Secretary Dr.Kannan spoke about the demands. The Farmers Association Leader Mr.R.Shanmugavel, The Merchants Association Joint Secretary M.R.Subramanian, Government Employees Association President Edward Jebaseelan felicitated. General Secretary of DASE Dr.G.R.Ravindranath delivered the concluding speech.


The following Resolutions have been passed in the Seminar.


1. In the name of compulsory rural service the Government of India is planning to abolish Doctors new job opportunities. At present more than 29,000 thousand Doctors are coming out every year. Within ten years it will reach more than 40,000 per year. The Government wants to put them in rural service by just paying meager amounts. It will affect the job opportunities of young Doctors. DASE urges the central Government to drop the proposal. DASE demands to appoint Doctors on regular permanent basis in service. The salary for Doctors should be hiked. Doctors working in remote and hilly areas should be paid more, more incentives should be given, Local area Doctors should be given priority for that regions Hospitals. Preference should be given to them in promotions and additional marks should be given in the PG Entrance Examinations. For this scheme Government is planning to increase the M.B,B.S. Course from five and half years to six and half years. It will prevent the women. middle class and oppressed section people opting for medicine courses.



2. DASE Seminar urges the state and central Governments to ban Corporates starting small clinics and Medicare institutions.



For these demands Black Badge struggle will be held on September 3rd 2007,and one day token strike will be held on september 5th 2007.


Other Demands:


1. In Tirunelveli Medical College Head of the Departments are compelling the medical students to submit their personal proformo mentioning their caste. DASE urges the authorities not to compel the students to state their castes and other particulars.



2. Education Loans are being stopped for the students who do not pass the Examination, due to that the students are very much suffering. DASE urges the authorities to provide the Education Loan continuously without any interruption even though the students do not pass the Examination. Education Loan interest should be reduced. It should be given in the beginning of the Academic year itself. The Loan interest and repayment should be collected only after completing the courses. And if the students go for PG Courses the Loan repayment should be collected only after completing the PG Courses.



3. Government should pay the tuition fees and other fees of students studying in Private Medical Colleges in Government Quota.



4. Special TNPSC Exams should be held immediately for the contract Doctors brought under timescale of pay. Their services should be regularized from the date of joining. If they complete two years in service they should be allowed to appear for PG Entrance Examination in Service quota and it should be extended to all Doctors who are in regular permanent service.



5. DASE urges to abolish the Break System in first year M.B.,B.S. and at all levels of Medical Education.



6. During the AIADMK’s regime Doctors participated in one day token strike. For that strike day full salary to be paid and their service should be regularized.



7. This seminar urges the central Government not to implement the Indo/US nuclear deal and the deal should be withdrawn since it will increase the arms race in this region and it will affect the security and peace of this Region. Ultimately it will lead to cut off in the expenditures for Health, Education and other social security schemes. It will also throttle the efforts to produce energy from renewable resources.
